The First Council of Nicaea (AD 325) was convened to address the Arian controversy - whether the Son of God is of the same substance as the Father. What they produced is the Nicene Creed. They did not vote on which books are in the Bible. Not one.
The Muratorian Fragment, dated around AD 170 - a century and a half before Nicaea - already lists most of the New Testament. And in AD 367, Athanasius's 39th Festal Letter lists the exact same 27 New Testament books Christians recognize today.
The canon was recognized. Not invented.
